ONEST Protocol

Job seekers can discover and apply for vacancies across connected employment platforms, while employers and training institutes coordinate applications and placements. It connects previously separate job portals so candidates and vacancies can reach beyond a single platform.

Problem

India's employment ecosystem for ITI (Industrial Training Institute) graduates is fragmented. Job seekers don't know what positions are available, employers can't reach qualified candidates, and training institutes can't track placement outcomes. Each state runs its own disconnected system. The Government of Karnataka and Uttar Pradesh needed a unified protocol that connects job seekers, employers, and training institutes across the ITI ecosystem.

Solution

ONEST (Open Network for Education, Skilling, and Training) is an open protocol built on the Beckn framework that standardizes job discovery, application, and hiring across India's employment network. It enables interoperability between government job portals, private job boards, ITI management systems, and employer platforms — so a candidate in Karnataka can discover and apply for a job posted on a UP portal without either system needing bilateral integration.

Key Technical Decisions

Beckn Protocol foundation — Beckn is an open, decentralized protocol for commerce networks (used in India's ONDC for e-commerce). Building ONEST on Beckn meant inheriting a proven interoperability framework rather than designing one from scratch. The protocol handles service discovery, transaction management, and dispute resolution — all patterns that apply directly to employment networks.

Event-driven API protocol — Employment transactions are inherently asynchronous: a job posting triggers discovery, an application triggers screening, a shortlist triggers interviews. Synchronous APIs would require all platforms to be online simultaneously. Event-driven design with async callbacks means platforms process at their own pace while maintaining transaction integrity.

Job taxonomy standardization — ITI trades (electrician, fitter, welder, etc.) are classified differently across states. ONEST defines a unified taxonomy that maps state-specific classifications to standard codes, enabling cross-state job matching without requiring states to change their internal systems.

Impact

  • Government-scale deployment across Karnataka and Uttar Pradesh
  • Open protocol enabling interoperability between disconnected employment platforms
  • Standardized job taxonomy across state-specific ITI classification systems
  • Event-driven architecture handling asynchronous multi-platform transactions
  • Foundation for national employment network — architecture designed for all-India rollout
